Partnerships for Infrastructure (P4I) initiative operates on a “One Team” model, which means that P4I is delivered through a single team made up of DFAT and 4 delivery partners – Ernst & Young (EY), Adam Smith International (ASI), The Asia Foundation (TAF) and Ninti One. We were commissioned to conduct an independent partnership assessment of P4I, facilitate the 2023 P4I Partnership Health Check (PHC), and produce recommendations for DFAT and P4I on the ongoing evolution and development of P4I as a platform to engage government, civil society and private sector partners in key infrastructure initiatives in South East Asia. The purpose of the project was to enable P4I to examine its operationalisation of the partnership, review the Partnership Charter’s relevance, support risk identification and management, and identify opportunities for improvement. The project included extensive stakeholder engagement including interviews, survey and co-facilitation of online and in-person workshops. Findings from the project are now being used by P4I leadership to chart the next phase of the partnership and its governance approach.
